1.) Law Enforcement Officer

Location: Senegal

Salary: UA32,123.20 – USD50,683.98 annually.

Academic Qualifications and Experience

  • Bachelor’s Degree from a renowned university in Security, Criminology, Law, Social Sciences or any other field relevant to the position;
  • 2 years of progressively responsible experience in AML/CFT monitoring and compliance issues
  • Knowledge of theories, concepts and approaches relevant to drug law enforcement/criminology /criminal justice;
  • Excellent knowledge and understanding of theories, concepts and approaches relevant to organized crime, illicit trafficking, drug demand reduction, etc.;
  • Knowledge of relevant regulations and rules of ECOWAS, as well as of applicable jurisprudence; legal and administrative expertise to analyzing a diverse range of issues and problems, including in the context of the disciplinary process, and to develop innovative and creative solutions and to litigate employment-related matters
  • Good Knowledge and understanding of the relevant aspects of money laundering, combating terrorism financing (AML/CFT), proceeds of crime,
  • Knowledge of law enforcement actions relating to AML/CFT measures;
  • Knowledge and understanding of wide range of investigative techniques for investigating money laundering and terrorist financing;
  • Familiarity with financial investigation of predicate offences of money laundering;
  • Knowledge and understanding of relevant AML/CFT international instruments, including FATF Standards, FATF Methodology, United Nations Security Resolutions and Conventions relating to money laundering and the financing of terrorism;
  • Experience in capacity building at national and/or regional level.

Age Limit:

  • To be at least 24 years and less than 50 years old. This age limit does not apply to internal candidates.

2.) Legal Officer – International Instruments & Other Enforceable Means

Location: Senegal

Salary: UA37,674.89 – USD59,443.44 annually.

Academic Qualifications and Experience

  • Bachelor’s Degree in Law (preferably Common Law), with a specialization in International, Administrative or Commercial Law from a recognized university;
  • 3 years progressively responsible experience as a lawyer in the legal office of an intergovernmental organization or private consultancy firm is desirable;
  • Knowledge and understanding of relevant international instruments, including FATF Standards and FATF Methodology; ECOWAS treaties and protocols, United Nations Security Resolutions and Conventions relating to money laundering and the financing of terrorism;
  • Knowledge and understanding of the relevant aspects of money laundering, combating terrorism finance (AML/CFT), proceeds of crime, mutual legal assistance in criminal matters, and extradition legislation;
  • Knowledge and understanding of confiscation and provisional measures for confiscating criminal proceeds;
  • Experience in capacity building on AML/CFT at national, supranational and/or regional level;
  • Knowledge of international law; ability to apply legal expertise to analyzing a diverse range of complex and unusual legal issues and problems and in developing innovative and creative solutions;
  • Knowledge of legal issues relating to the functions, structure and activities of international organizations;
  • Knowledge of legal frameworks of Common Law jurisdictions in ECOWAS member States;
  • Proficiency in legal writing and ability to prepare legal briefs, opinions, or legal submissions, and a variety of legal instruments and related documents.
  • Knowledge and understanding of programs/project management;
  • Familiarity with the conduct of AML/CFT Mutual Evaluations;
  • Excellent use of IT tools;
  • Good report writing and presentation skills.

Academic Qualifications and Experience

  • Bachelor’s Degree in Law with a specialization in International, Criminal, Administrative, Civil, or Commercial Law from a recognized University.
  • 3 years of progressively responsible experience in AML/CFT and risks monitoring.
  • Knowledge of the AML/CFT strategic surveillance operational framework and FATF standards and instruments used in conducting national risk assessment.
  • Knowledge and understanding of the relevant aspects of anti-money laundering, combating terrorism finance (AML/CFT), proceeds of crime, mutual legal assistance in criminal matters, and extradition legislation.
  • Knowledge and understanding of relevant ECOWAS treaties, Security Resolutions and Conventions relating to money laundering and the financing of terrorism
  • Ability to foster regional and international contacts and cooperation for the continuous monitoring of risks in GIABA member states and to the effective operation of a country’s AML/CFT/financial/economic regime;
  • Familiarity with the conduct of AML/CFT Mutual Evaluation.
